SUBJECT: Executive Council Meeting on 17 October 1975
Mr. Walsh chaired. Substituting were Messrs
1. Mr. Walsh announced that the position of Deputy Chief
of the Product Review Group, IC Staff, is open. Candidates at
grades 15 through 17 will be considered, and the job will prob-
ably be filled on a two-year rotational basis. Nominations should
be forwarded to Mr. Walsh by COB 20 October.
2. The Director has received several memos recently from
Assistant Secretary Hall outlining various schemes that would
increase Defense Department preeminence in national intelligence,
including the tasking of collection plate forms.
4. One copy of thel Iwas sent to
the offices and staffs yesterday. The limit on the number of
copies is primarily due to the paper's bulk, not to any sensi-
tivity about its contents. Interested individuals should be
given access to it.
5. The Department of Justice has modified its decision
on providing outside counsel for employees being questioned in
connection with the investigations. Counsel will not be provided
routinely for interviews but will be provided if an indictment or
civil suit is in prospect.

6. Mr. Walsh said there had been a problem with retirees
using the "old boy" network to come to the Agency and read classi-
fied material. It's important to verify the clearances of former
employees before giving them access to any classified documents.
7. New York Times correspondent John Finney has learned
from a Pentagon source of a drastic revision of estimates of
Soviet defense spendin Finney will be given a background
briefing probably by A memo on the subject is being
sent to Secretary Schlesinger and the story will be carried in
8. reported on JPRS attendance at the meeting
of the American Translators Association. The JPRS participants
in a seminar on economics of translation were pleasantly surprised
by the lack of hostility. There was only one heckler, and the
heckler was critcized by the audience. The JPRS representatives
very quickly ran out of the 50 applications they had taken with
them.
9. Mr. Eisenbeiss reported that OJCS is having severe
problems with equipment and that we can expect delays and dif-
ficulties in any projects requiring computer support.
