SUBJECT: Executive Council Meeting on 3 October 1975

1. Mr. Walsh said that the big news is the resolution of the
House Select Committee impasse. He gave a play-by-play description
of the declassifying and reclassifying of the Tet documents and of
the various negotiations conducted by the Dirartnr and
2. Mr. Walsh reported that, according to the DDA, xerox costs
were up considerably in the last half of FY75. The DCI area bill is
up 33%, the DDI's 23%. Mr. Eisenbeiss commented that Xerox has not
been doing an adequate job lately on maintenance. He advised anyone
having trouble with xerox equipment to complain bitterly until the
equipment is fixed. He noted that we pay a large premium for the
special features available in xerox copiers, and if they don't work,
we are not getting our money's worth.
3. Mr. Walsh reported that the White House Intelligence Co-
ordinating Group has made little progress, and the Director has
therefore set up an Agency group chaired by General Wilson.
Mr. Lehman is the DDI representative. He has drafted an excellent
text for a speech by the Director in response to allegations of in-
telligence failures. It is uncertain when and how the text will be
used.

5. Mr. Walsh said that DDO has identified two or three
reports officer vacancies in Latin America which we can fill on
a rotational basis, accepting DDOers in exchange.
6. Mr. Eisenbeiss reported aninter-Directorate group working
under the auspices of the Office of Personnel is finishing up work
on uniform standards of competitive evaluation. The DDI got 99%
of what it wanted. An amendment to the DDI Handbook will be neces-
sary, however. Messrs. Walsh and said offices could delay
the next cycle of competitive ranking until the new rules are in
hand.
