SUBJECT: Executive Council Meeting on 5 August 1975
Mr. Proctor chaired. Substituting were Messrs.
1. Mr. Proctor announced the following appointments

Staff by Hank Knoche. There will be some reallocation of responsi-
bilities.
3. Mr. Eisenbeiss said he had found a memo for the record
concerning a conversation with Treasuryl The
Treasury official mentions a 1954 National Security Council directive
which appears to have provided authorization for the program. Mr. Ei-
senbeiss said he would try to get a copy of the directive.
4. asked about the progress of the interdisciplinary
teams. Mr. Parmenter said that an evaluation would be made some time in
October.
5. Mr. Parmenter raised the possibility of placing an insert
in the NID from time to time containing comprehensive background stories
on a particular country. Consumers could retain the insert for future
reference. He said he would draw up a list of candidate countries and
prepare a mock-up on one of them.
