Internal Use Only Approved For Release 2005/08/24: CIA-RDP80BO1495R000700180031-5 17 June 1975 MEMORANDUM SUBJECT: Executive Council Meeting on 17 June 1975 Mr. Proctor chaired. Substituting was Mr. D. Kerr. 1. There was a general discussion of the Rockefeller Com- mission report and its consequences. Executive Council Members emphasized the need to instill in Agency employees a code of ethics that would prevent the organization from acting improperly. There was considerable concern that, in the absence of structural changes that would ensure better supervision of the Agency, it would be hard to guarantee against repetition of the kind of ac- tivities uncovered in the report. Some members felt that it was very important for Agency spokesmen to avoid minimizing the serious- ness of the improper acts. This does not foster the kind of ethical sense needed to keep us out of trouble in the future. 2. Admiral Inman is concerned that ONI has not always been used as the channel through which the Agency approached the Navy for assistance. He is sending the Agency a letter to that affect. 3. Mr. Proctor and the Director will brief the Proxmire Committee 18 June, assuming the Senate can resolve a scheduling conflict between the Proxmire briefing and one requested by Senator Church. 4. Mr. Proctor said that the Management Committee had re- viewed the practice of paying expenses for EOD travel and movement of household affects in cases of hard-to-get employees. The Civil Service Commission insists that it will determine what categories of jobs are hard to fill. Some employees for which the Agency is now paying these expenses do not qualify under the CSC rules. The Agency will try to get their jobs added to the Civil Service list.
