Internal Use Only Approved For Release 2005/08/24: CIA-RDP80BO1495R000700180033-3 SUBJECT: Executive Council Meeting on 3 June 1975 Mr. Walsh chaired. There were no substitutes. 1. Mr. Walsh announced two Suggestion Awards: $50 to IAS, and $75 to IAS. 2. An IG task force has concurred in a draft agreement on the question of Agency representatives accompanying witnesses be- fore the Senate Select Committee. We are now awaiting the results of a meeting between the White House and the Senate staff. Until we hear that the agreement is in effect, the Agency will not provide witnesses. Employees should be advised that if they are asked by anyone connected with the Committee to be interviewed or testify they should refer the decision to either Mr. Walsh or Mr. Proctor. This guidance does not apply to individuals who want to testify and do not want to be accompanied by an Agency representative. 3. Mr. Walsh said that the IC Staff plans to maintain a record of all documents passed to the investigators. Whenever questions arise that affect more than one agency, a task force will be named to prepare a full accounting of the matter under investigation. 4. Mr. Lehman reported on a meeting with Mr. Bader and Ms. Davis of the Senate staff. The purpose of the session, which was basically the first DDI contact with the staffers, was to serve as an introduction to a study of the validity and utility of NIEs. Strategic estimates will be used as a case study. Mr. Lehman said that the session was friendly and constructive. 5. Mr. Walsh met Friday with the Director and Deputy Di- rectors to consider the recent report of the EEO Advisory Panel. Nominees are now being sought for appointment as Chief and Deputy Chief of the EEO staff. Suggestions should be submitted to Mr. Walsh by COB today.
