Mr. Walsh announced that Mr. Proctor was attending an Under Secretaries Committee meeting on nuclear weapons recovery. 25X1 25X1 25X1 oncluded by describing the growing chaos in Saigon and at t e Embassy during the mission's last hours, which culminated in his hurried departure from the Embassy roof aboard a helicopter bound for an American aircraft carrier offshore. It was a harrowing flight. With a s dience, Mr. Walsh expressed his gratitude to 2 5X1 for their valiant efforts during very difficu times and for their coming to share their experiences with members of the Executive Council. 3. Mr. Walsh briefed on the current status of graduates of the CIA Senior Seminar. 4. Mr. Walsh reported that on 19 May the Rockefeller Commission was to begin drafting its conclusions and recommendations, which should be ready by about 5 June. 5. With regard to the Senate Select Committee, Mr. Walsh reported a. Since the "monitors" concept was turned down by the Committee, the CIA will not allow anyone to testify until it has had a chance to study the decision. The system of allowing Staffers to come to CIA to look at Agency files is not working par- ticularly well. CIA is insisting that any notes taken must be reviewed for names, etc. c. The request to allow the use of dictaphones was rejected. d. Mr. Colby is to testify before the Committee on 15 May on covert action programs. 6. Mr. Walsh said that Mr. Colby will try to meet with the four Deputies in mid-June. 7. Mr. Walsh announced that there would be a Friday Executive Council this week which would 1) discuss further the proposal to modify the covers and numbering system of Agency pubs and 2) hear a briefing from Vince Heyman on the automated cable dissem system. 8. Mr. Walsh reported that Secretary Kissinger had approved the use of the SR-71 for baseline coverage of Southeast Asia. 9. Mr. Walsh announced that nine Republican freshman Congressmen were coming out to the Agency for breakfast on 14 May. 10. On Management Committee items, Mr. Walsh reported that the Committee had approved the special retirement option, which will run through 31 July. Also, a goal of hiring 40 Spanish surname individuals over the next 12 months was established. 11.
