MEMORANDUM
SUBJECT: Executive Council Meeting on 22 April 1975
Mr. Walsh chaired.

1. There were 5 security violations in March, one more than
in February, but below the March level for the past 2 years.
2. Mr. Walsh said that the Director has asked once again
for employees knowing of questionable activities that have not already
been brought to his attention to report these activities no later
than 1 May. Any such information or a negative report should be
forwarded to F_ I
5. Contrary to earlier expectations, the Agency probably will
be over its personnel ceiling by about 40 persons at the beginning
of FY-76. As a result, the voluntary-involuntary option will probably
be made available beginning some time in May. DDO, meanwhile, will
have major problems reassigning Vietnamese returnees. It is possible
that the Agency will simply lose the Vietnam slots.

6. In response to Mr. Thuermer's request for copies of un-
classified publications, has arranged to provide him with
quarterly lists of unclabmleU uments that have been made avail-
able to DOCEX. Mr. Thuermer will then send the list to some 75
media-related offices.
7. Mr. Proctor reported on his session with the Rockefeller
Commission. He said that the meeting,which was conducted informally
and in a very informal setting,went very well. The staff and Com-
mission members Griswold and Lemnitzer explored a large number of
questions including detente, the domino theory, standards for se-
lecting the DCI and DDCI, White House influence over intelligence
analysis, and the adequacy of internal controls.
