SUBJECT: Executive Council on 21 January 1975
Mr. Proctor chaired. There were no substitutes.
1. distributed preliminary copies of the USSR Ag-
ricultural as. (CR is not disseminating the Atlas widely outside
the government, but will send copies to a few individuals, soliciting
their comments. 0 invited office directors to submit to him the
names of persons who should get copies on that basis.
2. Mr. Proctor announced that there were only 3 security vio-
lations in December. He urged offices and staffs to keep the rate low.
3. Congressional constraints will require some reduction in
proposed travel during the remainder of FY 75. The Management Staff
will provide guidance.
4. There will be a slight cut in the Directorate's proposed
FY 76 budget. This will amount to no more than
made in the overall Agency budget.
5.- Mr. Eisenbeiss reported on preparations for responding to
the new Freedom of Information requirements. Instructions on proce-
dures are in draft form, but they are not very specific on criteria
for declassification. The problems of responding to requests for de-
classification of information originating elsewhere has not been re-
solved. Mr. Proctor said he did not think it would be useful to
revise classification practices until we have had some experience with
the new provisions.

6. Mr. Lehman reported on proposals for a documentary on the
Agency by ABC. Because of resistance within the Agency, the network
will be given access and assistance only if its feature stays away
from the subject of spying.
7. Mr. Colby wants to provide the Senate select committee on
intelligence with basic information on what the Agency does and why.
He would like suggestions as to topics that might usefully be raised,
as well as those matters that will inevitably arise. Office and staff
chiefs should give their lists of suggested topics to
by noon on 23 January.
8. Mr. Walsh said that the Directorate would have to detail
two or three good officers to the If for the duration of the investi-
gation.
9. Mr. Eisenbeiss called for a meeting next week of office and
staff representatives to revise portions of the Personnel Handbook re-
lating to the ranking system.
