Approved For Release 2001/03/04: CIA-RDP8OBO1495WOO8 SECRET 7 August 1973 SUBJECT: Meeting With Mr. George Pickett of the NSC Staff 1. This morning, at his request, I discussed Iaw of the Sea (LOS) matters with Mr. George Pickett, an assistant of Mr. Andrew W. Marshall of the NSC Staff. Mr. Pickett was seeking background information on the Intelligence Community's role in the current US LOS negotiating activity. This is part of an effort underway by a team chaired by Mr. Marshall within the Working Group of the NSC Intelligence Committee to give guidance to the DCI on topics of broad concern for the policy makers that should be addressed by the Intelligence Community. These topics, which will each be described in a five page briefing memorandum, include such subjects as the world monetary and trade situation, long range Soviet strategy, and national resource goals. They are now considering inclusion of the LOS subject. 2. Mr. Pickett had little appreciation of the scope and complexity of international LOS matters and almost no knowledge of the interagency effort that has been underway for several years. He recognized that the principal operating agencies, namely State, DoD, Interior, and Commerce, have been the prime producers on these topics, and that we in intelligence have thus far played a supportive role. I outlined for him our principal interests and contributions, and the fact that we are about to participate in a broad interagency LOS Economic Review for the NSC Under Secretaries Committee. 3. Mr. Pickett indicated that he was uncertain whether this subject would be included in Mr. Marshall"s list, but that if it was he would like me to review his five page draft.
