His request was a repeat of the requests we have received from Treasury and CIEP from time to time over the past 2 years -- an "objective" analysis of how all of the LOS players stand and are likely to vote on all of the major issues. Such requests are impractical to fulfill. In the past, I've been able to turn them aside by various devices, but this time Hullander became quite demanding. The attached Working Paper is the result. I don't think it will fully satisfy him, but it does attempt to cope with a negotiated understand- ing of his needs. In subsequent telephone conversations the atmospherics have been calmer. The D/LOS people have had an opportunity to comment on the Working Paper and I have sent John Moore 10 copies for whatever use he may care to make of them. Treasury and CIEP are in the proce s of launching another "counteroffensiv " against the LOS instructions, and the are still seeking to "use, ul to th t STAT STAT
