US Delegates to the Forthcoming Law of the Sea
Conference
1. The staff of the Law of the Sea (LOS) Task Force indicates
that a final selection of US delegates to the forthcoming LOS
Conference in Caracas has not been made. They expect an official
delegation numbering between 75 and 100. Members will be selected
from the various executive departments, the Congress, academia,
industry, and local government. The only names thus far submitted
to the United Nations are Ambassador John Stevenson, head of the
delegation and Professor John Norton Moore, Chairman of the LOS
Task Force, and deputy head of the delegation.
2. It is expected that there will be 16 members of Congress
on the delegation (eight from each body). The list tentatively
includes:

Ted Stevens - Alas. (R)
Claiborne Pell - R.I. D)
Clifford P. Case - N.J. (R)
Ernest F. Hollings - S.C. (D)
James L. Buckley - N.Y. (R)
Edmund S. Muskie - Me. (D)
John B. Johnston, Jr. - La. (D)
House
Donald M. Fraser - Minn. (D)
Leonor K. Sullivan -Missouri (D)
Thomas N. Downing - Va. (D)
Joel Pritchard - Wash. (R)
3. Congressmen, as well as delegation members from academia
and industry, will receive a pre-donference Confidential briefing
and will have access to a Confidential "instruction package."
Delegates from the executive departments will have access to
Secret instructions and materials.

1+. In this pre-conference period Congressmen are being iven
LOS briefings if they ask for them. This is being done by D/LOS,
the Task Force staff.
5. Attached for your information is a listing of the US delegates
that have attended the six preparatory sessions for the Conference
and the Conference's Organizational Session.
