SUBJECT: DCI Comments to the President on the
Murphy Commission Report
1, At=;:ached are two copies of the 190 recommendations contained
in the June 1975 report of the Commission on the Organization of the
Governme-.t For the Conduct of Foreign Policy. (The Murphy Commission.
2. The President has requested DCI comments b v Thursday, I'i` Jzl1.y~,
on the 10 recommendations contained in Chapter 7, The Organization
of Intelligence, " (Nos. 46-55. )
3. DCI comments on 16 recommendations contained elsewhere in
the i-epord are requested by Monday, 21 July. These include numbers-

4. In addition, the DCI has been advised he should "feel free to
comment" on any of the other recommendations.

possible, be unclassified since they may receive further, distributio

7. It is requested addressees I representatives meet at 1100 hours,
Monday, 14 July in the IC conference room; (6EO708) to determine
the allocation of responsibilities for drafting of responses in each
recommendation of interest to the DCI.
8. It is proposed the draft responses, at least for the recommendations
set forth in. Chapter 7, be prepared by no later than close of business
Tuesday, 15 July, so they can be reviewed by the. DCI on 16 July and
forwarded on 17 July. Determination can be made at the initial meeting
of representatives as to how soon responses can be prepared on the
other recommendations for which DCI comments have been requested,
