There several points which I wanted to discuss with you before submitting it to the Director. not very clear cut. a. The recommendation in paragraph 8 is b. Why do we want a "format request paragraph 8) for "informal guidance" (paragraph 5)? c. I think the Director might be reluctant to have C. take this on for reasons which you apparently already anticipate. On the other hand, I see no reason why we could not loan BNDD a well-qualified individual to do this study for them, and he could of course draw on Agency resources in the process. This would remove any possible connotation of CIA's surveying or inspecting BNPD. d. I am a little puzzled at the selection of I I who as far as I know is a fine Clandestine Service officer. Since according to paragraph 5 BNDD is seeking guidance lion how to put together a compact, effective intelligence analysis and production staff, " wouldn't someone from DD /I who has this kind of experience be a better choice? these points.
