The meeting was held at 1400 on 24 September at 712 Jackson Place. It was chaired by Tom Peters. Others present were; Mary Wampler, AID John Whittington, DoD Mike Antonelli, DEA Don Fishier, Agriculture Morton Bach, Treasury Candy Cowan, SAODAP Jerry ___ (?) , USIA 25X1 25X1 2. Peters said that the purpose of the meeting was to review the agenda for the Working Group meeting scheduled for 26 September. A copy of that agenda, which had been sent out earlier, is attached. a. The Working Group now consists of Handley, Execu*ft Live Director of the CCINC, Harold Horan, NSC, Bartels of D , Cooke of DoD; Williams of AID; Long of Agriculture; Towery of USIA;; Dupont of AODAP; Wiggins of USUN; Morgan of Treasury. b. Also attending the 26 September meeting will be Shepard of the White House and Minnick of OMB. 3. Peters said there were two purposes for having a Working Group meeting at this time. The second reason is that there will be a CCINC meeting in October. The tentative date, on the President's calendar, is 23 October.... Peters said two new committees, at the cabinet level, have been established, one on treatment, chaired by Weinberger, and one on enforcement, chaired by Richardson. The October meeting is planned to be a joint meeting--three committees at a meeting chaired by the President. Plans for the meeting are for about one hour. Peters said the "international" presentation will foe" on where the interest has been and where we are going. He said one other issue will be added. This is the question of the world opium "shortage." This subject will not be discussed at the Working Group meeting but will be discussed at the cabinet-level meeting: the subject has been under study by a group chaired by 0MB, and the comments on this may be given by Minnick or Shepard. 4. With regard to the attached a nda a. Item is Handley will discuss his desire/intent to use the Working Group more, etc. Peters said they want to trim down the number of subcommittees reporting directly to the Working Group and the Coordinating Subcommittee. The Con- gressional and Diplomatic Subcommittee and the PR Subcommittee will be dropped and acknowledgment will be made of the Training Subcommittee ( and of the Treatment Subcommittee). There will remain five specialized subcommittees (Intelligence, Law En- forcement; Training; Treatment, R&D). The Coordinating Sub- committee will continue.... Four regional conferences are planned for the current fiscal year (EUR, ARA, NEA, SEA). Whether the EUR or the ARA one will be held first has not yet been decided but the first may be in November. Peters said that it in intended that these be working-level conferences.... There may be some remarks about developments on Capitol Hill (e.g., the lartke Amendment for the Foreign Assistance Act and the Wolff rider on a trade bill).... "FY 75 Funding" will not be discussed at the 26. September meeting. b. Item 2 on the agenda will be what is item 4 on the attached. Peters said that he would like to add a list of priority countries developed by Handley, Bartels, Cusack, and Peters. This is a listing of nineteen countries at tour priority levels; 25X 25X Approved For Release 2005/11/23 : CIA-RDP80B01495R000900090008-9 25XI 25XI (4) Peters said they might present the listing with the countries grouped by region rather than under relative priorities. He asked for reactions to the listing. Discussion at the table indicated some uncertainties about relative importance. There was a suggestion that the listing not be made firm now, and that a statement now be limited to one saying a listing is being established.... Peters indicated that Handley will dis- cuss most or all of the countries listed under item 4 of the attached and said a brief paper will be prepared for the CCINC.., In response to a question Peters indicated that key congressmen were being or would be briefed on the proposal for supplying helicopters to Burma. c. Item 2 of the attached agenda becomes item 3 of the revised agenda. Peters said that "national strategy" should be deleted from the agenda. He said that he would like to sug- gest a discussion of, and endorsement of, what the drug prior- ities are. He would like to see an agreement by BSA and SAODAP on relative priorities on heroin, cocaine, liquid hash, and other drugs.... There was some discussion of the priorities set by the CCINC, and specifically some discussion about whether interdiction at US borders should be on the CCINC list tae., is this a domestic enforcement objective instead of a CCINC objective?). There appeared to be no opposition to the present priorities on intelligence and enforcement on the CCINC list. 5. Peters noted that he had had a chance to see John Warner's trip report and that it had a high statistic on heroin, addiction among US troops in Germany. There appeared to be some feeling around the table that the figure was high. John Whittington will look into some of the realities. 6. There was considerable discussion about the question of various kinds of "pills" and what might or ought to be done about these.
