Approved For Relee 2005/11/24. 29 January 1973 DP80B01495R0(Q0009001 MEMORANDUM FOR: Chief, Special Security Center SUBJECT : ONNI Request for SI and TK Clearances 1. From the information I can gather, ONNI has set up two major subdivisions- -an Analysis Division and an Alert Center. These units are set up to operate very much like our All-Source Center. They are, I understand, all in one room so that it is not feasible to maintain any rigid compart- mentation of security materials. Given this situation and the fact that SI is an important source in the narcotics field, I presume that we have little choice other than to give the SI clearances. This should be subject, of course, to a determination by you of the adequacy of their physical security arrangements. 2. Qmaterials are another question. Their application to the narcotics field is limited and given the sensitivity of these sources, I believe we should be much more selective on the granting of TK clearances. I would suggest, therefore, that this be explained to ONNI and that for TK clearances they be asked to submit a justification for each individual request. This justification should demonstrate quite clearly that the person for whom the clearance is re- quested either occupies a major supervisory role in ONNI or is working directly on a project which requires the use of TK materials. 3. I understand that ultimately the combined strength of the Analysis Division and the Alert Center will reach 70-90 people, so be prepared to have additional requests for these Distribution: Orig & 1 - Addressee PAUL V.
