Approved For Release 2005/1 1QQ-9RDP80B01495R090900 025- '~ ADD I ~L'7 CIA INTERNAL USE U"'L' 9 August 1972 MEMORANDUM FOR THE RECORD SUBJECT: Meeting of the CCINC Working Group's Coordinating Subcommittee on 8 August 1972 1, The meeting was held at 1430 on 8 August 1972 at 712 Jackson Place. It was chaired by Walter Minnick. Pre- sent at the meeting were: Walter Minnick, White House Richard Harkness, White House Malcolm Lawrence, State, S/NM Walter Weiss, State, Congressional Relations Mary Wampler, AID James Graff, DoD Paul Kugler, SAODAP Peter Regner, SAODAP Morton Bach, Treasury W. Shanley, Customs 2. The first item for discussion was the paper on procesures for implementing Section 481 of the Foreign Assistance Act and provisions of several other Acts. The draft discussed was the revised version distributed to Sub- comittee members with a Minnick memorand-of 4 August (copy attached). Minnick said that he hoped they would merely be able to note this paper at the CCINC meeting scheduled for 16 August. Two further changes in the text were adopted at the 8 August meeting. One was to change the word "termi- nating" to "suspending" in the next-to-last line on page 5. The other was to insert the word "smuggling" at some point or points in the criteria on pages 3 and 4. Minnick said that a corrected version of the paper will be prepared. (See my memorandum of 2 August on the Subcommittee meeting of 1 August.) Minnick asked Bach to determine the Secretary of the Treasury's position on this; Minnick said that if the Secretary insists on raising the question of Treasury's proposed revision, the Treasury version will be circulated before the CCINC meeting. 3. Next to be discussed was the proposed conference in Washington in October of the drug control coordinators of US missions in 50-odd countries. Lawrence distributed copies of a "?proposed program." The tentative dates for the conference are 16 to 18 October. The program is still flexible and commitments from a number of the speakers listed have not yet been obtained. There will no doubt be changes--for example, Harkness suggested that the time on the program for the President be moved. Etc. In any case, now is the time for the various agencies to determine who will make presentations, etc. As for CIA, the "proposed program" has the DCI listed as a speaker. A copy of the "proposed program" is attached. I have already noted this matter to DDP7NARCOG, and I am leaving it to DDP/NARCOG to look into the question of the UCl's willingness and/or availability for this appearance. Malcolm Lawrence is handling the coordination of the program and any suggestions or proposals should be gotten to him. 4. Next followed a discussion of agenda items for the CCINC meeting scheduled for 16 August. Minnick said that he would try to circulate an agenda within the next day or so. "Whey plan to give a status report on recent develop- ments (the narcotics supplemental and the establishment of the office of National Narcotics Intelligence), give infor- mation on the proposed October conference of narcotics coordinators; note the Section 481 paper referred to above; give something on the photographic key effort (on this, see paragraph 7 below) ; and explain what has been done with the BNDD/Customs guidelines. As for substantive issues for the agenda, Minnick mentioned; a. Congressional and press criticism of the Southeast Asia drug situation; what the problems are and what has been done; and guidance will be sought on what the CCINC wants done. A discussion of Burma; the Burmese refusal of our offer; what next and where do we go? c. Discussion of Panama. d. Discussion of Paraguay. e. Thailand. (It was in large part assumed that the question of Thailand would be discussed under item a above, but Minnick later indicated that Thailand might be put down as a separate topic.) Reference was also made to the White Paper being prepared on Southeast Asia. Also, if the Secretary of the Treasury wants the question raised about how the 25 customs intelli- gence officers overseas are to be financed, this presumably will be on the agenda; Bach was asked to get the Secretary's position on this. 5. Copies of the new World Opium Surve are to be re- leased after the CCINC meeting. I was a$dwhen the copies would be distributed to the other agencies; I noted that we had held up distribution at White House request and that we could ship them out at any time decided on. I was asked to work out with Harkness the distribution time. After I have talked further with Harkness, I will prepare a separate memo- randum on that. 6. As for attendance at the CCThC meeting, Minnick stated that they would like to have the principals there. He also said that each of the principals, if he so desires, may bring one additional person. 7. on the question of a briefing on efforts to develop a photographic key for poppies, Minnick indicated at the Coordinating Subcommittee meeting that I had been following that subject. He had earlier indicated to me that he might wish me to give a briefing at the CCINC meeting--a large part of this would be on the BNDD-funded project on the spectral analysis method for detecting poppy growth.
