1. The papers referred, to in the reference mriorandma have

corrected proofs would be returned to the JLC for final publica-
tion, identifying the authors by naxrae, but without any indication
of their agency af'f'iliation. Flow :ver, in view of the present
concern of the Director with respect to the question of attribution,
you probably wish to call this matter to the attention of the 1)DCI
or the eeixtive Director-Cemrptroller. The issues involved are as
follows a

CIA not be identified as the source of the information

academic in that very few of the authors, and none of
those working, for the Government, were identified with

planned that they would be identified in the forthcoming
publication. However, the staff of the JEC is considering
listing the agencies whose employees have contributed.
This raises the question. of whether this is acceptable to
us.
b. If CIA is mentioned in the Foreword (JEC letter of
transmittal), there will be considerable curiosity as to
which of the authors are CIA ca,+ployees. %bis could well
present the JEC staff with incjuiries from the press end
other sources. It is also possible that certain articles

suggestion of the XX staff that CIA be listed in

long-run, the quality of professional talent and

you should understand that there may well be

which of these en3loyees are CIA and. inevitably
will bring bad p .bli.city with the good, as well
as questions and injui:ies.
(2) I recor taaad that we give the Joint Economic
Connittee staff the authority to reveal the affilia-
tion of O1,,TI authors with the Agency in response to
legitimate 2.nc s cries. I would do this with the

involved are uneary as to the possible conseq,1enccs
of this action. khej believe that It would be
awkward for many ccnl.erene sponsors--especially
foreign sponsors--to request their participation in
scholarly meetings IT thc~y were openly identified as
CIA employees. This would be p? tcul.tzly true, they
feel, in conferences involving representatives from
Coa mist countries. They also believe that it may
complicate their cuatacts here in the United tates.
Undoubtedly, there will be problems, but it seen to
me that the whole pzsa; o e of the new ency policy is
to build greater respect for the c},ualifications,
ability, end the professional Integrity of our per-
sonnel so that in the future they will be not only
accepted, but sought after as p articipmts in
Gatherings of this kind. As a secondary matter,
we may have some fly thlback when our people are iden-
tified because of t'1h, ;:act that they have in the
past participated in professional meetings both in
the ti sited States and abroad
Some critics may wish to chastise us
for these ;has "sins .'g On net balance, I think the
long-run benefits will outweigh the short-run problems.
