authors have for the most part rewritten the Agency report and have
deleted all material derived from classified data and from sources
unique to the Agency. While it to very probable that anyone Who
reads both and the attached article will conclude that
the latter was based on the official report, we do not believe
that this would result in valid criticism of or adversely affect
the Agency since the authors will be identified with the Agency
in connection with publication of the article. The article is
scholarly and informative in nature and, although of interest to
a relatively narrow audience,, makes a useful contribution in its
field to available literature on the USSR,
