1. I request permission to attend a conference on
"After Brezhnev: Who and What?", at Airlie House, Warrenton,
Virginia, on December 15-16, 1974.
2. This conference is being sponsored by the Department
of State Research Council, will be held on an unclassified
basis, and will be attended by a number of senior government
specialists on the USSR as well as leading academic Soviet-
