THROUGH Director of Strategic Research
SUBJECT Clearance for Publication of
an Unclassified Paper
1. On 10 May 1974 at the request of Mr. Paul Cook
(State/INR), with the approval of the Chief, Strategic
Evaluation Center, OSR, I participated in a joint
symposium of the Sino-Soviet Institute of the George
Washington University and the Washington, D. C. Chapter
of the American Association for the Advancement of
Slavic Studies (AAASS) as a last minute substitute
for a panelist who could not attend. The Washington
Chapter of the AAASS includes many government employees
interested in Russian affairs in its membership and its
meetings frequently resemble inter-governmental seminars.
Mr. J. Stapleton Roy of the State Department
fellow panelist
participating, was thoroughly
brie e by Mr. Cook on the public nature of the dis-
cussion and on the fact that members of the press and
foreign embassies might be present. In introducing
the panelists, Mr. Cook pointed out that all opinions
advanced by the government speakers would be their
own and not those of their respective agencies. In
these circumstances, in speaking on the topic "US-
Soviet Military Engagement in Central Europe," I
relied heavily on the attached unclassified paper.
The AAASS now wishes to publish it in the proceedings
of the symposium.

2. T request clearance to publish the attached
paper. I will be identified as an employee of the
Central Intelligence Agency in any biographical mate-
rial accompanying the paper which will also include
a disclaimer that any opinions expressed are those
of the author and not his agency.
