A 1970 Soviet Input-Output Table Based on
National Income Data
Input-output tables are being applied to a wide variety
of Soviet economic problems, but their utility decreases rapidly
as the gap between the current and base year grows. Further-
more, because of Soviet data limitations, all available inform-
ation often must be used; incompatabilities in coverage and
format between Soviet national accounts and I-0 data handicap
the researcher. The I-0 table developed in this paper is
consistent with Sqviet national accounts and can be updated
annually using Soviet official statistics. Any I-0 updating
procedure must deal with changes in prices, product mix, and
technology. In addition, a technique that uses national
accounting data to update Soviet I-O tables must also adjust
for differences in the classification of economic activity
in the national accounts compared with I-0 statistics. This
paper reports the technique's ability to handle price changes
and shifts in product mix and technology, using the published
1959 and 1966 I-0 tables as benchmarks. Although the correction
for classification problems cannot be tested directly, the
results seem reasonable. Finally, various uses of updated
Soviet I-0 tables are discussed, including their aid in
constructing a set of western-style GNP accounts and as a
base for an econometric model.
