1. I request permission to submit the attached review
of Chu-Yuan Cheng, China's Allocation of Fixed Capital
Investment, 1952-195 for publication.
2. The review is based entirely on unclassified source
materials and contains no information unique to the Agency
or not generally available from non-Agency sources. I
have published a number of unclassified articles cleared by
the Agency for publication in The China Quarterly and am
known to the editorial staff as an Agency employee. I have
been so identified and will be again when this review is
published.
