1. My State Department counterpart
has just informed me that the JRC/JCS
will probably soon propose that the SR-71
be substituted for the U-2 on overflights
of Cuba. Dr. Kissinger has given a pre-
liminary, off-the-cuff "Why not?".
2. The issue has arisen due to the
DoD's heavy use of the limited fleet of
U-2's they control both in Southeast
Asia and in the U.S. for research pro-
grams, training and other commitments as
well as some budgetary problems they are
facing. They have proposed this before
but have been turned down. This time
they proposed it to Mr. Schlesinger who
called Dr. Kissinger directly.
