SUBJECT: Dr. Kissinger's Query on the Peripheral
Reconnaissance Program
- In June, Dr. Kissinger asked the Secretary of Defense to prepare
a study of these missions in terms of value versus cost, risk and
political sensitivity.
The DCI was to be consulted only on the value of the missions
to national intelligence.
Almost all of the 400-to-450 monthly peripheral reconnaissance
mission proposals are primarily in direct support of military
commanders and their operating forces.
A number of these programs also provide significant benefits to
national intelligence. (These judgments were incorporated in the
DoD study.)
- DCI with advice from USIB forwarded comments to the Secretary
of Defense on those specific programs which contribute to national
intelligence (Tab A).
Did not attempt to assess the programs in terms of the value
to military commanders.
- At Tab B is a map of the airborne and shipborne programs examined
in the DoD study.
Those marked in yellow are the programs cited by DCI as those
contributing to national intelligence.
- A shortened version of the DoD study was forwarded to Dr. Kissinger
by Secretary Clements.

It remains in draft because Mr. Ratliff

would subsequently advise all addressees of the
