This memorandum outlines the current status of planning for SAFE and requests your approval of additional staffing for a SAFE project team under OJCS. 2. Work on SAFE proceeds as follows: a. The paper on functions and process require- ments is in its third iteration. This paper details the things that SAFE must do to what kinds of informa- tion, for how many people, in what time frames. The months of April and May will be devoted to reworking this paper with the office of Security and with the users--12 office or division representatives and 130 branch representatives. b. The Technical Advisory Panel of outside experts has met twice and has recommended that CIA proceed with SAFE. The Panel acknowledges that SAFE will push the state-of-the-art and emphasizes that constant oversight is necessary to see that the project is under management control. The Panel urges continua- tion of the effort, recognizing that all of the project may not be feasible but believing most of it can be done. The Panel attributes most of the risk in the project to the size and the complexity of the system while acknowledging that the individual pieces already exist. The Panel's major concern at this point is with the managerial structure for the implementation of SAFE. c. The SAFE pilot operation continues. The Technical Advisory Panel urges its continuation as well as examination of the possibilities of expansion. This examination is currently underway. 3. In recognition of the major concern of the Technical Advisory Panel, CRS and OJCS have proposed, and the DDA and the DDI have accepted, a managerial scheme for SAFE. a. Mr. Fitzwater and Mr. Eisenbeiss and their deputies will constitute a Steering Committee with Mr. Eisenbeiss chairing the Committee as the customers' representative for the system. b. CRS's Systems Analysis Staff will represent the customers with the responsibility for setting the requirements of the system, training the users, and providing the criteria for the acceptance tests. c. OJCS will set up a SAFE team with responsi- bility for the design and implementation of the project. It will be headed by a highly qualified manager with the responsibility of seeing that the hardware, software, operating system, logistics, and work flow schemes are consistent, compatible, and reasonably scheduled. d. The DDI Management Staff will be responsible for putting the funds into the CIA budget for SAFE and for explaining to OMB the objectives of the system. The DDI Management Staff will be supported by OJCS' SAFE team in terms of details on the various items for which they are responsible. Once the money is obtained, the Management Staff will transfer it in large blocks to the builders of the system, mostly OJCS. 4. To put together its team, OJCS needs additional positions, a gross addition of about 17 slots in FY 76 for development and about 13 in FY 77 for operation of the system. CRS will be able to contribute (from its planned allocation of personnel to SAFE) 5 positions in FY 76 and 2 in FY 77. This leaves OJCS with the need for 12 additional positions including one supergrade in FY 76 and 11 positions in FY 77. Neither DDA nor DDI can provided these necessary additional positions. 5. We recommend that you approve the continuation of SAFE under the general procedures described in paragraphs 3 and 4, including 12 additional OJCS positions in FY 76 and 11 additional positions in FY 77 (in addition to the 7 positions to be provided to OJCS by CRS). 6. Incidentally, CRS has briefed on SAFE to Community audiences numerous times.
