Last month Mr. Duckett and I asked the IC Staff to sponsor a community review of the mission and functions of the SIGINT Committee; General Graham has now agreed to do so. ill head the Review Group whose task will be to recommend the nature and scope of improvement needed in the handling of community SIGINT functions. Please designate some- one on your staff to review your SIGINT interests and be prepared to provide appropriate guidance to the CIA representative to this review group. 2. Attached you will find the DDI-DD/S&T request (Tab A), the SIGINT Committee Chairman's comments (Tab B), and rearrangement would be to break out each discipline of SIGINT, note on memorandum (Tab C). These groups would be responsible for all aspects of their discipline -- guidance, requirements, evaluations, special studies, etc. There would be an overview body responsible for supervising and coordinating the work of the groups. We anticipate that this and review other alternatives will be explored by the Group. 3.
