Some of his remarks are consistent with our.views as they pertain to: the role of the Director, NSA, as the SIGINT program manager, his relationship to the DCI and the part a SIGINT community body can play (paragraph 4); the probably unworkable nature of stitching SIGINT Co mittee functions into the NIO or IC Staff arrangements (paragraph 5 and 6). On the other hand, his comments in paragraph 8 miss the main point in your memorandum. The request for a review of the SIGINT Committee functions was based on a concern to upgrade the work on guidance and requirements, collection, evaluations and resource trade- offs within each of the disciplines within the SIGINT field, He con- siders that these disciplines (e. g. , COMINT, Telemetry, ELINT, etc.) are too interrelated to make useful divisions possible, No one questions the extent of the intermingling of the actions of the SIG 1'T shown in his tabulation. However, the important problem is whether these topics that cut across the disciplines would be better oc. curs ., improved e forts on each before tl e inte:c yin li~7g Approved For Release 2006/01/1 Approved For Rel ease 2006/01/17 : CIA-RDP80B0149!R001300020016-2 As presently constituted, neither the SGIZS nor the SIGIN~T Committee can make these kinds of improved judgments without first effecting a dramatic upgrading of the calibre of work performed within each of the disciplines. Indirectly, cknowl- edges this in his last paragraph which proposes a SIGI,7T Application Subcommittee 'and a SIGINT Requirements and Evaluations Subcommittee, In addition, he is silent on the concern expressed in your me:cno- randurn for work on resources and trade-offs within each discipline. We believe that unless these resource-related judgments are initiated within each discipline subsequent USIB or DCI arrangements for resource judgments witl be limited to reviewing the SIGINT program as presented by DIRNSA, the program manager. We can only emphasize that the review requested should address what is needed to perform the specific functions in each discipline as noted in paragraph 4 of your memorandum: collection guidance; intelligence value of collection operations; options, mixes and trade-offs.
