On July 22, Congressman Seiberling circulated to his colleagues the
attached letter written by Herbert Scoville concerning the marginal
embargo.
The deadline for this submission is CO.B Friday, August 15, 1975.
Anticipating renewed debate when Congress returns in September,
you are requested to prepare a detailed, unclassified rebuttal to the
Scoville letter its a form suitable for use in briefing Members of
Congress. While the rebuttal should highlight the
issue, it need not I limited to only this function in. defending the
essential nature of
