MEMORANDUM FOR: The Honorable Ray S. Cline
Director, Intelligence and Research
Department of State
SUBJECT Airborne Reconnaissance Against China
1. The Director has asked me to reply to your memorandum
of 30 May in which you express concern about the increasing
number of airborne reconnaissance missions proposed against
China.
2. By coincidence, Dr. Kissinger sent a memorandum this
week to the Secretary of State, Secretary of Defense, and the
Director of Central Intelligence stating that the President
has directed that a comprehensive study be made of all recon-
naissance operations that are presently subject to monthly
approval by the 40 Committee. The Secretary of Defense will
chair the study which is to be completed by the end of July.
3. Since this new study will cover the specific concerns
you have regarding China, there seems to be no need to proceed
with the recommendation made in your memorandum to the Director.
