MEMORANDUM FOR: W. E. Colby
SUBJECT: State Policy Book
1. Attached is the updated copy of the position papers book
for your forthcoming discussion with the Department of State,
2. Per your desires as expressed earlier, the following
actions must be accomplished before you sit down with State:
a. The Deputy Directors should have an opportunity
to review--ahd` critfgie the entire package. This can be
done in either a Management Committee format, or as
a separate action,.,,.] has already reviewed
an earlier version, but has not yet seen the final
update. We are giving him a copy.
b. Assuming changes are necessary as a result of a., as much as two days may be necessary for
revising the book.
c. The letter to Dr. Kissinger is to be signed
and delivered. This letter is presumably keyed a
precise number of days before the conference itself.
We need your consideration and decision on this. ?';3

d. You instructed that the book be sent to the
Department 3 days before the conference. Copies
will be sent to Messrs. and Cline.
Do.-you desire additional sets sent forward?
3. We have not previously sent the books to the DDCI and
the Deputies, because of uncertainty as the final date of the
conference and the necessity constantly to be making changes and
additions. We are prepared at any time to set the process in

motion. In accordance with the time requirements in paragraph 2,
above, and in view of the need for Management Committee members
to have, say, two days for review prior to general Management
Committee discussion, a minimum of 8 days is required between the
time you push the "go" button and the conference itself with State.
