comprehensive report on strategic warning to the
DCI. The report concluded with 27 general and
specific recommendations. After considering
comments on the report made by DIA and NSA- -State
did not comment--, Mr. Bross gave the 'report to

memorandum furnishing comments on the report to
the DCI. As a follow-on action the DCI approved,
on 29 September 1967, the establishment of a
