S. has made at the ENDC, you may recollect that we have proposed with our freeze on strategic delivery vehicles a freeze on anti-ballistic missile defenses as well. Questions have arisen as to whether it would be either feasible or desirable to try to include under the freeze some defense systems that might have capability primarily against relatively short-range ballistic missiles and high-altitude aircraft. During the last few weeks we. have been attempting to determine where the limits might most desirably be drawn, and which criteria might be most useful, in distinguishing between those defense systems, -the development and production of which would be prohibited and those that might be permitted. Also, the question of the desirability of trying -- tc impose limitations on testing of ABM systems has arisen in connection with the report of the Interagency Task Force on Prototype Testing and Bill Foster's letter to you recommending a U. S. position based on the findings of that Task Force. Finally, it has seemed to us desirable that we consider whether a. freeze on strategic d?livery systems that did not include an ABM freeze could'?"be acceptable to the U. We believe the task force should consider in the context of our SNDV freeze proposal: w , r. Wheelon on the question of desirable participation by personnel from his office.
