Pro osed National Intelligence Analytica emoran u~m -~s5essing t e rab- Is`rae~.z ilitary alance. event in.ormal discussions wit colleagues and policy- level consumers in State, Defense and the T1SC Staff -- not to mention the current Congressional dialogue -- all suggest that a basic, in-depth assessment of the post- October 1973 war military situation in the Middle East would make a significant and helpful contribution to the national decision-making process. The last such overall assessment was done in 1970 and, as is virtually self-evident, 1970's judgments in this sphere should not be used as 1974's assumption. A suggested outline describing the scope of the project here envisaged is appended as Tab B. 2. As has been the case in previous discussions of this type, the DCI is not seeking agreement on precise language or coordination on any precise terms of reference. Instead, he would like to sponsor a general discussion of these two intelligence problems. The attached outlines are offered as stimuli to conversation rather than as documents proposed for specific coordination. Ge ge A.
