SUBJECT: MBFR Monitoring Capability Study, Part I, Target
Scoring List
1. The attached target list was developed by DIA(DI-3) and CIA(OSR)
in support of Part I of the NIO sponsored series of studies on MBFR
monitoring capabilities. The targets are expressed in terms of ground
force related organizations and installations of importance to NEFR.
monitoring requirement satisfaction. This target list does not include
all of the ground force targets which would be of interest for MBFR
monitoring purposes, however; for the purpose of this sti.idy, these
targets are believed to be a good and sufficient sample from which to
accurately extrapolate the peror3:3,ance of current collection resources
against basic MBFR surveillance rcquireiaents. The criteria and con-
siderations given to structuring this target list were as follows:
a. C~:xte ond-Dumber of.,arets: The categories of targets to
be scored are:
(1) All Soviet and Tnd-*_ge-nous Maneuver Divisions and Regiments
and their headquarter facilities i.n East Germany, Poland and
Czechoslovakia
(2) All located Soviet and Indigenous FROG Battalions and.
SCUD Brigades in the same countries
(3) All major equipment depots and equipment storage fac:i.li-
ties through which new equipment or large new shipments of equipment
would pass

(4) All primary railroad chtvn of gunge points on the Soviet
system linking the USSR with the VGA
