1. If conference votes. MCM totals which are materially
higher than those agreed to in June, you are instructed
to table the reservation in the following paragraph.
2. The US Delegation reserves its position with
regard to the above data and respectfully submits that
the considered points of view on the part of the US
Delegation are based on good evidence from a wide variety
of sources and on extensive, continuous analysis utilizing
sound methodologies. Further, the US Delegation believes
that the seriousness of the MBFR data problem obliges this
conference to put forward to NATO authorities, capitals,
and the Ad Hoc Group in Vienna the most accurate information
available on Warsaw Pact ground and air force manpower
strengths in the NATO Guidelines Area. The US Delegation
is not convinced that the data thus far agreed upon by
the majority at this conference are the most accurate
information. We believe the better data are as follows:
