Subject : KIQ Performance Report
In reply to your memorandum of October 20, I
have one comment on the drafts.
On KIQ 25 I think an additional sentence is
needed under I. A.. It would be to the effect that:
"The problem of manpower estimates for MBFR
is still far from any definitive solution and
efforts will be needed to refine our figures".
I believe that some marker should be put down for
the continuing efforts to refine our estimates on this
subject which will be needed. For example, we will want
to follow up on the question of Soviet reserves in
East Germany which we flagged in NIE 11-14.
Incidently, there is an editorial glich on #27
where the wrong text is printed for the question.
