USIB - S-15. /5, 20 January 1975) Mr. Carver Introduced this subject noting that it was the second of a series to be reviewed by the USIB. He advised that he would be circulating a notice with an attached schedule of subsequent reviews. On the assumption that there would be weekly USIB meetings, the Board should complete its review of the remaining KIQ Strategy Reports by the middle of March. Mr. Carver recognized that completing the FY 75 KIQs review in March of 1975 may appear inconsistent with the intent of the KIQ process= He stressed, however, that this was the first attempt and expressed his view that scheduling would improve for the FY 76 KIQs. The KIQ Strategy Reports for this meeting (KIQs 16, 18, 25, 26, 27, 28, 29 and 65) were prepared under the auspices of the NIO for Con- ventional Forces, 25X1A9a 25X1A9a. noted that his KIQ Strategy Reports fall into two categories. Those subjects of an on-going nature, i. e. , KIQs 25 through 29, and those which are, by and large, new questions (such as, Soviet anti-ship missiles,Soviet ocean surveillance, etc. ). Therefore, two approaches are employed. For the new subjects, the approach was to review what effort was already under way, and to determine if any new actions would be of further promise to meet the need. Mr. Colby reiterated that the KIQ Strategy Reports were on the agenda to ensure that the USIB Principals had an opportunity to focus on the subject. The Board then reviewed the Conventional Forces KIQs recom- mending certain changes or modifications. In the case of KIQ-28, a problem was identified regarding shortages of analysts and photo- interpreters. Mr. Colby, with Board approval, tasked General Wilson (Deputy to the DCI for the Intelligence Community) to examine this problem in the context of other commitments for such resources. The Board then noted: a. The Conventional Forces Key Intelligence Questions Strategy Reports. b. That the NIO, taking into account the Board's discussion (including the results of General Wilson's resource review for KIQ-28) will revise the KIQ Strategy Reports as appropriate.
