I have personally reviewed the Key Intelligence Questions for FY-75 and find them thought provoking and broad enough to cover the general intelligence issues facing the Navy today. However, there are issues of vital interest to the Navy that impact heavily on national level decision makers, such as- Congress, in the approval or denial of weapons systems development and procurement based on threat assessments.. 2. Realizing the importance and priority of the Key Intelli- gence Questions as the new driving force behind intelligence collection, analysis and production, I have forwarded the draft questions to the key Navy officers, soliciting their comments and recommendations. Due to the limited time avail- able for comment and the geographical location of many. of these key officers, most responses have not been received as of this writing. I do, however,. intend to forward all solici-- ted comments that arrive directly to the National Intelligence Officers concerned for their consideration. 3.
