1. Attached is a revised Strategy Report for Key Intelligence
Question 17 which has been approved by an interagency working group.
It replaces the original version forwarded under cover of reference a.
2. The new KIQ 17 Strategy Report and the other eighteen strategy
reports falling within the responsibility of the National Intelligence
Officer for Strategic Programs (see reference b.) will be discussed at
the USIB meeting tentatively scheduled for 23 January 1975. The
strategy reports for which the [4I0 for Conventional Forces bears
primary responsibility, originally scheduled for consideration at
the now-cancelled USIB meeting of 16 January, will be discussed at a
meeting tentatively tcheduled for 30 January.
