FY 75 KIQ STRATEGY REPORT
KIQ 23: What are Soviet objectives and positions in arms
limitations negotiations?
I. COMMUNITY COLLECTION AND PRODUCTION STRATEGY
A. In regard to SALT, collection and production assets will
be directed toward the negotiating history of SALT, Soviet.
weapons programs related to SALT, Soviet plans for deploy-
ment and use of such weapons, and the views and positions
of Soviet leaders concerning SALT.
B. In regard to MBFR collection and production assets will
be directed toward Soviet force deployment objectives in
the NATO Guidelines Area both with respect to their per-
ceived threat from NATO and from their perceptions of
internal political and social instabilities of Poland,
Czechoslovakia, and East Germany.
C. For SALT, chances of timely collection of information on
Soviet objectives and positions will be enhanced by:

E. Communications among technical collectors, human collectors;
and analysts of Soviet military and political matters
will be improved.
F. We will regularly review collection and production pri-
orities and reexamine our views of Soviet objectives
and positions in SALT.
G. For MBFR, chances of timely collection of information on
Soviet objectives and positions will be enhanced by:

technical intelligence responsibilities as points of contact
to be kept apprised by all elements in their respective
offices of information on Soviet objectives and positions
in SALT, and MBFR, and will insure current intelligence
reporting concerning both SALT and MBFR.
CIA/DDS&T will regularly review technical collection plans
and the progress accomplished in acquiring information
required to assess Soviet weapon system developments which
could impact Soviet objectives and positions. Studies of,
and work on, follow-on or modified collection systems will be
accomplished and the Intelligence Community apprised through
established channels of significant conclusions and progress.

G. State/INR will insure that appropriate political officers
assigned to embassies in key countries are made aware of
SALT and MBFR collection requirements.

of relevant Soviet statements and commentary from the
broadcast and print media on both SALT and MBFR, along
with timely analysis of Soviet commentary on strategic
issues.
L.. Additional Production Regarding SALT. Researchstudies
in.the following additional areas will beundertaken
for completion in FY 1975:
1. What is the history of Soviet positions in SALT and
what can it tell us about Sovietobjectives in SALT?
(State/INR, CIA, DIA)
2. What knowledge of Soviet objectives and positions
in SALT can be derived from Soviet weapon development
and deployment programs and defense plans?
(CIA, DIA, State/INR)
3. An all-source compilation of statements by Soviet
leaders bearing on SALT will be organized and analyzed
