FY 75 KIQ STRATEGY REPORT
KIQ 28: What are Warsaw Pact capabilities to fight a
sustained non-nuclear war in Europe, including critical
stockpiles and the operation of the rear services?
I. COMMUNITY COLLECTION AND PRODUCTION STRATEGY
A. Effort with respect to this KIQ will be concentrated on an
assessment of Warsaw Pact logistical systems and stock-
piles. Both Warsaw Pact logistics planning and actual
resource allocation will also be assessed.

B. Production: An interagency production of a US position
paper for MC-161 will provide an assessment of Pact
capabilities to fight a sustained non-nuclear war in

III. COMMENTS OF TUE NIO/CF
A. There are resource shortages in the community which, if
continued, will likely preclude an adequate effort with
respect to this KIQ. There are not enough CIA:and DIA
analysts and photointerpreters to conduct an adequate
overall assessment.
B. There should be, but will not be because of the current
shortages of analysts and photointerpreters, a study of
the strengths, weaknesses and vulnerabilities of the Pact
logistic system. Such a study should provide information
to Western planners with respect to the weak links in the
Pact logistic systems for ':targeting purposes as well as
for use in operational planning of the main current force
elements of the west. A study along the lines suggested
above will be carried out with CIA and DIA participation,
but will not be finished until FY 76.
C. If more analytic resources were available in the coming
year to work on this problem, increased exploitation by
