INTERIM FY-75 KEP STATUS REPORT
I. BACKGROUND
On 12 August 1974 FY-75 KIQs were distributed to the
Intelligence Community. On 23 August USIB and IRAC were
enjoined to proceed with the development of production
and collection strategies for each KIQ.
.These instructions, the FY-75 KIQs (accompanied by
an introduction which outlined the DCI's intention to evalu-
ate the Community's, and individual agency's performance
on each KIQ) and two subsequent DCI memoranda gave rise_
to a group of IC collection and production strategies---
perforce the objectives against which performance was to
be measured--which were neither commonly structured, nor
uniform in level of detail and precision of expression.
Because of this inconsistency, and philosophical differ-
ences concerning the evaluative approach to be taken, Guidance
and Instructions for Performance Reporting and a Listing
of FY-75 KIQ Objectives jointly developed by the NIOs and
the ICS were distributed to the Intelligence Community
on 9 and 30 June 1975, respectively (Tab A and Tab B).*
On 1 July the FY-75 KIQ performance period ended and
the Community was requested to provide performance data
on 1 August 1975 as set forth in the 9 June reporting instruc-
tions.
Ih. FY-75 KIQ PERFORMANCE ASSESSMENT DATA
As of 24 October, NIOs have provided 63 of the 69
KIQ performance reports required by performance reporting"
instructions--three reports in August, 39 on the last day
of September, and the remainder on 10 and 20 October.
Performance assessments on four KIQs will not be completed;
KIQ relating to treaty compliance has been split into two.)
Although late, NIO assessments on the whole have been carefully
drawn and generally are responsive to reporting instructions.

Individual assessments show considerable-
variation-in completeness. "In some instances narratives 'are
inconsistent with quantitative judgments.set-forth.in
accompanying annexes. In many cases, assessments make
little, or no, reference to precursor collection and'
production strategies. Performance reports on KIQs
associated with Soviet olic and intentions (Substant;ive
Objective I); (Substantive Objective IV)
do not address per ormance and collector contributions
with respect to the specific production and collection
objectives set forth in pertinent strategy reports. Assess-
ments of Community performance on Latin American KIQs
(Substantive Objective IV), while carefully drawn, use.
language which makes it difficult to determine
differences in Community achievements on the five KIQs
concerned. These inconsistencies and discrepancies
inhibit comparison of performance between KIQs and among-
collectors/producers, and render. more difficult the task
of relating outcome and performance to resource expenditures.
Community production agencies CIA (DDI), INR and DIA
have provided the full range of production data required
for the KEP, the final increment of DIA data being received
on 23 October. Despite detailed producti'Dn performance data
provided by IC production authorities, it has been extremely
difficult--almost impossible--to measure Community production
performance given the differences in aproach, precision of
.expression and level of detail in production strategies; NIO
focus on interagency production (in some instances depart-
mental/agency production was virtually ignored); and the
inherent difficulty of capturing and quantifying KIQ-
related current intelligence efforts.
Among collectors, CIA/OEL's contribution on 24 October
leaves only Special Navy data outstanding. (Special Navy

of this should be KIQ-related.)
All data-'-NIO assessments, and-collection and .
production information--has been.entered into the
automated data base.
III.- FY-75 PERFORMANCE.ANALYSIS
A'proposed Table of Contents for the FY-75 KIQ-
Performance Evaluation Report has been developed (Tab C),

and software has been prepared to aggregate and manipulate
the 8500-odd records now stored in the data base. Selected
information is being extracted from the data base to
.prepare performance summaries. for use as attachments and
annexes to the Report.
Trial run aggregations of data now.within the data
base provide some tentative indications of Community
performance on the FY-75 KIQs.
COLLECTION AND PRODUCTION STRATEGIES
The 69 FY-7S KIQ collection and production strategies
identify 462 internal objectives/goals for the year--279
explicit collection and production objectives associated
with 26 KIQs, and 183 combined collection/production goals
associated with the remainder. KIQs and KIQ objectives.
associated with FY-75 Substantive Objectives II--Soviet
capabilities to project power outside the USSR;'and IV--
political and security situations, or crises affecting U.S.
interests--represent 65% of these totals.

PERFORMANCE REPORTING
In the 63 performance assessment reports received
thus far', NIOs have judged that one KIQ (#58--changes in
composition. and location of petrodollar assets)'was
Completely Satisfied; three were Almost Completely
Satis ie (#- -fit policies/activit es re Europe, ME
an Indian Ocean areas; #51--LA policies and activities;
and #53--Panama's intentions re Canal), and that 38 others
were Substantially Satisfied. The Community thus
appears to be batting a little better than .600 in fulfilling
the FY-75 Substantive Objectives. With respect to
individual Substantive Objectives,.NIOs concluded that
about 40% of the KIQs associated with Objective II and
30% of those subsumed under Objective IV were. satisfactorily
answered.

.Although two-thirds of the KIQs were satisfactorily
fulfilled, and only three were Largely Unsatisfied (#11-
.Soviet nuclear weapons technology objectives; #28--Pieta
non-nuclear war capabilities; and #34--China's nuclear
.capabilities), NIOs concluded that the Community's
performance was Almost Totally Unsatisfactory on 28 'of,the.
462 individual collection an pro uction objectives. against
which the Community's achievements were assessed--about 6%.
While the number of Largely Unsatisfied, Almost Totally
Unsatisfied, and Unsatisfied objectives is a very .
small proportion of the total,. and therefore may not be
wholly believable, the number of collection 'Unsats' was
more than double that of production; 37 vs. 22. In four
