SUBJECT: Conversation with Lloyd Cutler,
28 July 1980 (U)
1. At 1525 on 28 July 1980, I called on Lloyd Cutler. I responded
to a note he had given me at the Cabinet Meeting in the morning. This
note said that the San Francisco Examiner had published a report that
either the CIA or the NSC had debriefed Billy Carter upon his return from
Libya in late 1978. I told Lloyd I had checked this throughout the Agency
and that there was no such contact to the best of my knowledge. (U)
2. In mid-afternoon the DDCI, Herb Hetu, Fred Hitz,
John McMahon and I had a debate on how to handle the Washington Star's
FOIA request for material on Billy Carter. We have a package assembled
already for the SSCI. We agreed to expedite the processing of this under
FOIA and send the report about ten working days after the receipt of the
Star's request informing them that we have reviewed the materials and none
can be released but that all of the materials have been given to the SSCI. (C)
