* Institutionalizes oversight which is working well - both Congress
and Admin point of view.
* Must focus on authorities (positive approach) vice abuses (negative)

* No journalist in position to judge
* No one below main consumer in position to judge, so you should
use extreme care before draw conclusions based on comments
of an analyst, NSC'er, Congress staffer. Only seeing part.
