Beyond that, I think we often give guidance in platitudinous terms. It is nice to be cost effective or fiscally prudent or balanced, but for heaven's sake we all expect to be in those categories at all 1. I have finally looked at the draft FY 1982 NFIP guidance. I'm afraid I find it boring reading! Clearly I don't relate to all of the detailed specifications that have to be into it about Form 4E and 4F, etc., though I really wonder if they shouldn't be in an appendix, even an appendix that applies to all recipients. In short, it is very difficult to get any thrust of what we want out of thi m n I certainly wouldn't read it if I were a Program Manager 25X times and there is probably no way we can judge anybody really objectively in those categories. 3. We should make much more meaningful the-directive of the HPSCI to scrutinize our interface with IRA. More importantly, we should do that because it will force careful consideration of how our national systems can better support tactical commanders. That is, by looking at the overlaps between IRA systems and national systems we should. try to determine if there are ways in which the national systems can do more for the tactical commanders. c. We must look for imaginative ways to enhance collection and production a ainst the Third World and a set of priorities for doing that. 4. These are not my goals for the intelligence community but those which I think are most related to the budget, ThPrP nrnhahly arc, thers, but I haven't given enough thought about it.1 5. Overall, I leave it to you to pull together. I can't take much more time on it.
