MEMORANDUM FOR THE RECORD

SUBJECT: Conversation with the Secretary of State,
7 May 1979 (U)
1.' We talked about the Summit. I asked what topics were likely
to come up at the Summit. He indicated ASAT, the possibility of
announcing a reopening of the Indian Ocean negotiations, discussions
about almost all areas of the world where we had some problems with
the Soviet Union, and the extension of various bilateral agreements.
I asked where we could be of help in any of these. He indicated that
we should all sit down together sometime this week and go over just
what needed to be done to get ready for the Summit and who was going
to do it. I recommended: that we tack 30 minutes on the front or tail
end of the PRC on Def;2tse Consolidated Guidance on Thursday to do that.
Remind me to mention this to Brzezinski also on Wednesday. )77S
2. I raised the ouestion of whether the State Department should
respond to the Indian Government's request for comments on Moynihan's
book (ER 79-71-78). The- Secretary agreed that that would be an undesirable
thing tz do.. (C)

4. I gave him the briefing on the Soviet economy that I had given
to the President. He was very appreciative of it and asked to be kept
posted on the other briefings I gave. I told him I would either give
them to him orally or send him an outline of what they were. I want
to be sure to do that each week. (C)
