SUBJECT: Conversation of 28 November 1978 2. The briefing on Vietnam/Cambodia and the ramifications for Soviet Union and China went very well. Both Arnold and Jim did a super job. It took ten minutes to do the plus a discussion of the import of a press report Brzezinski gave of the withdrawal of Soviet Bloc ambassadors from Bucharest, but we were five minutes over at that when the briefing ended. We stayed for another ten minutes which is indicative of the high interest in the subject. Brzezinski and others were very complimentary afterwards, in addition, on the usefulness of this kind of a session. 3. The principal lesson to be learned, however, is to reduce even further the proposed talking times so there is more opportunity for dis- cussion and perhaps to try to turn the format into a little bit less formal status to encourage interruptions and discussion. Senator Nunn called me regarding a meeting he is having with Senators Byrd, Tower, Hart and himself and next week on Korea. He's heard about our new evaluation of the order of battle and our reluctance to brief it at this time. I explained that to him and he understood it fully. What he wants, however, is not to go to Korea without having the best information we are able to give him at that time. He particularly doesn't want to be caught short when talking with General Vessey. We agreed that I would update him on this when I crossed paths with him in Bangkok on about the 5th of January. 2. I took responsibility for ensuring that I or, if for some reason I don't make it, someone else makes contact with him in Bangkok to give him the best we can at that time.
