SUBJECT: Conversation with Representative Joseph Fisher
and Deputy Secretary of Defense Charles Duncan
at Breakfast, 21 November 1978
1. We described the possibility of putting the DIA building at
Langley to Representative Fisher. We clearly stated this was not a decision
but an exploration at this point.
2. Representative Fisher thought the most important thing was not to
catch the various civic groups and political representatives by surprise,
but to bring them in on it and explain it in advanrp: articular, to
explain that we would very likely be putting people in Langley
one way or another, whether it is DIA or CIA. He particularly recommended
we get together with Mr. John Shacochis, who is the Fairfax County Super-
visor with responsibility for this area. We would then also have to get
together with the McLean Citizens' Association and perhaps others.
3. I'd like to have the Office of Logistics prepare a proposed plan
of action to get the necessary environmental and planning commission
clearances, a table which shows what has to be done with whom, by whom, etc.
4. I'd also like the Office of Logistics to prepare, with OLC, a
proposed approach to Congress. The money will be in the military construction
budget for FY 80. I think this means we go the military construction route
with approval of the Armed Services Committees and Authorization Committees
and perhaps notification to the Intelligence Committees.
5. I'd like the Office of Logistics also to work with the Pentagon
to refine the figures on how many people should come out here and to try to
determine as best we can where they now live so that when we talk to civic
groups we can decide whether this will be increasing the McLean population
or just shifting the direction it drives to work.
