I met on 31 August with Dr. Brzezinski, Ambassador David Newsom, Mr. Stanley Resor and David Aaron ed the unfortunate timing of the release of our study on the with the delicate negotiations that are going on wi e Everyone in the room agreed that there could not be any censorship of intelligence production by policy-makers. At the same time, we recognized that the timing of the release of unclassified publications by the Agency can have considerable policy impact. The very decision whether and when to publish is bound to have policy overtones. 2. I pointed out that we publish a great many unclassified pieces. At the same time, most of them are factual rather than analytic. I agreed that hereafter in advance of actual release of an unclassified analytic publication we would provide a copy to Sam Hoskinson of the NSC Staff and to the intelligence liaison office in State. From our point of view, it would be preferable to do this as early in the process of declassification as possible. This will ensure that while providing Hoskinson and State liaison adequate time to look at the proposed publication there is no, or minimal, delay in our publication process.. 3. It should be clear that we are not obliged either to make changes in our product or to decline to publish it because we have given these materials in advance to the NSC and State. If there are objections to content or publication from either of these organization (or DoD, if it should be a military issue), attempts should be made to resolve them at successively higher levels of management. In no case should a decision be made to change substantive content or not to publish without my concurrence.
