Approved For Release 2005 ~i- 03ii00020017-0 G 1971 MEMORANDUM FOR TIlE RECORD SUBJECT: Ideas from Conversation with Defense Science Board on National/Tactical Interface In the future, we're going to have to do our analysis of col- lection systems such that the NITC analyzes all systems, including IRA, that overlap; and similarly the Defense eo le will have to do the same. In short, I should task to include not 25X1 only competing national systems in a given analysis, but IRA systems that also compete; Harold Brown should do the same for his people, making them move into the national systems. These analyses would enable us to go to the Congress with justification for maintaining the competing and overlapping systems, or they would reveal where we might well eliminate something. In due course, one would expect that the NITC and military service analysts would get together and do a joint analysis but that might take time to evolve.
